Adams, chief of the Division of Aeronautics. Culver was in charge of the development of aeroplane radio technology during this period, with the Division of Aeronautics (established June 1917) being part of the US Navys Bureau of Steam Engineering. Culvers radio work, started in 1910, was recognised with the Medal of Merit (1916) and the Distinguished Service Medal (1919). He later became Commanding Officer of Kelly Field, Texas
