This poignant photograph captures a moment in time at the East Harling branch of the National Institutions for Persons Requiring Care and Control (NIPRCC) in Norfolk, England, in 1914. The site, originally the Guiltcross Union workhouse, had undergone several transformations since its inception, most notably becoming the Eastern Counties Inebriates Reformatory, also run by the Reverend Harold Burden. By this time, the institution had shifted its focus to housing and caring for those with mental and physical disabilities, including consumption (tuberculosis) cases. The image shows a group of individuals, weakened by their illness, lying on the balcony of the institution. The fresh air and sunshine are a welcome respite from the confines of their beds. Nurses attend to their needs, providing care and treatment in this charitable and philanthropic organization.
