The site, originally the Guiltcross Union workhouse, had undergone several transformations since its inception, most notably becoming the Eastern Counties Inebriates Reformatory, also run by the Reverend Harold Burden. By this time, the institution had shifted its focus to housing and caring for those with mental and physical disabilities, including consumption (tuberculosis) cases.
