Amidst the tumultuous winds of the late 1870s, the Treaty of San Stefano was signed on March 3, 1878, bringing an end to the Russo-Turkish War. In this intriguing political cartoon, the Minister President of Prussia, Otto von Bismarck, is depicted as the mythological god Aeolus, the keeper of the winds. With a bewildered expression, Bismarck attempts to control the winds represented by the stormy seas behind him, symbolizing the complex geopolitical situation of Europe at the time. The Treaty of San Stefano, which granted Russia significant territorial gains in the Balkans, caused alarm among European powers, particularly Austria-Hungary and Great Britain. Fearing the expansion of Russian influence, these countries pressured the European powers to revise the treaty through the Congress of Berlin, which resulted in a more balanced distribution of territorial gains. Bismarck, who had been maneuvering to maintain the balance of power in Europe, is shown in this cartoon as being overwhelmed by the situation.
