Prior to his military service, Meux attended the Royal Naval College, Dartmouth, and saw action in the Russo-Japanese War and the First World War. During the early years of the First World War, Meux played a crucial role in the defense of the British coastline, overseeing the Portsmouth fleet and coordinating naval operations against German submarines and raiders. In 1915, he was appointed a Knight Commander of the Order of the Bath (KCB) for his services to the navy.
