Established in 1868 by local businessmen, led by James Hall, as a charitable institution to provide shelter for Tyneside waifs and train young men for naval service, the Wellesley became the base for the organization from 1874. The boys, dressed in uniform, are seen intently learning the practical skills of seamanship under the watchful eye of a supervisor.
