The image, taken from the French publication "L'Album de la Guerre 1914-1919, Volume 2" by L'Illustration, Paris, 1924, depicts a packed room in the Tauride Palace in Saint Petersburg (now known as St. Petersburg, Russia, or Sankt Peterburg in Russian), where worker and soldier delegates are gathered for a plenary session.
