The shelter was one of five federal camps established to accommodate homeless men in the state, with an enrollment of three hundred seventy-five men at the time this image was taken. However, the number of residents had decreased to one hundred fifty-seven by the time of the photograph, with an average age of fifty and all physically disabled, making them incapable of performing manual or project work. The Administration building served as the hub of the camp, housing offices and providing essential services for the residents. The image shows the building's stark and imposing exterior, with a desolate landscape in the background.
