Born in Palermo, Sicily, in 1862, Borea Ricci d'Olmo joined the Italian Royal Navy in 1877. He rose through the ranks, earning the title of Counter Admiral in 1911. When the Italo-Turkish War broke out, Borea Ricci d'Olmo was appointed as the Italian governor of Tripolitania. He held this position for only a few days before being replaced by a civilian governor.
