This evocative photograph captures a moment in time as uniformed boys on the deck of the Training Ship Exmouth engage in a flag signalling drill off the coast of Grays in Essex, England, in 1904. The Exmouth, a naval training establishment run by the Metropolitan Asylums Board, provided seafaring skills and education to pauper children who had been institutionalized in London workhouses and asylums. Dressed in their crisp, navy uniforms, the boys intently focus on their task, using semaphore flags to send coded messages to the ship's crew.
