Lowdham Grange Borstal was a borstal institution, a type of reformative youth custody establishment, which opened its doors in 1934. The institution was designed to provide a more humane and rehabilitative environment for young offenders, as opposed to the harsher conditions of adult prisons. The photograph shows the imposing facade of the main building, with its tall, dark windows and barbed wire fencing.
