Ingraham's political career began in the late 1890s when he was appointed as an assistant U.S. attorney. He went on to serve in various positions in the Wilson administration, including Assistant Secretary of the Navy and Assistant Postmaster General. The photograph was taken during a pivotal time in American history, as the country was gearing up for involvement in World War I. Ingraham's role as Assistant Secretary of War placed him at the center of military planning and preparation.
