A Question of Supply, 1884. John Bull, the representative of the British people, tells the Duke of Richmond quite plainly that the proposed Cattle Bill should first and foremost give protection to the thin, poorly dressed woman staring in at the butchers window, but unable to afford to pay the high prices of meat out of the meagre purse she is holding.
