John Cleveley was the son of the marine painter John Cleveley, and twin brother of the Robert Cleveley who was also a marine artist. This is one of a set of three watercolours of the review which took place at Spithead in June 1773 and at which Cleveley was almost certainly present. George III took great interest in the event, staying at Portsmouth for several days. During this time he held a levee, visited and dined on the Barfleur, conferred knighthoods, and visited the dockyard buildings. He reviewed the fleet of twenty-five ships in the royal barge, which can be seen in the centre foreground beyond which is the stern of the Royal Oak'.
