Cushing's diplomatic career began in earnest when he was appointed as the United States Minister to Russia in 1852. During his tenure in St. Petersburg, he played a crucial role in negotiating a treaty that resolved a long-standing boundary dispute between Russia and the United States. Cushing's success in Russia led to his appointment as the United States Minister to Great Britain in 1853, where he played a key role in securing British support for the American Civil War.
