Measurable Distance, 1881. Mr John Bull, the representative of the British people is the owner of the ship which the pilot, Prime Minister Gladstone, is attempting to steer into safe harbour. In the background can be seen the various hazards that have been encountered along the way, and the contentious Land Bill is looming. This bill proposed to implement fair rents which would be assessed by a semi-judicial procedure.
