An Up-hill Job, 1860

An Up-hill Job, 1860. Mr Policeman Punch says, (compassionately), : Now, Little un, do you Think you ll be able to Shove that Perambulator Up them Steps. At the beginning of March 1860, Lord John Russell, Foreign Secretary in Palmerstons Cabinet, introduced a Government proposal for parliamentary reform. It was planned to reduce the borough franchise to £ 6 which would have the effect of increasing the number of potential voters to an unprecedented 634, 000. Mr Punch tells his readers that the Bill was very coldly received. In this cartoon, little Lord Russell, dressed as a young nursemaid, is attempting to push the pram containing his baby Bill up the steps to the House of Lords. Mr Punch, in his policemans uniform, obviously feels Russells cause is lost before Russell even begins this uphill struggle. From Punch, or the London Charivari, March 31, 1860

EDITORS COMMENTS
The print titled "An Up-hill Job, 1860" captures a humorous and satirical moment in British politics during the 19th century. Lord John Russell, dressed as a nursemaid, is depicted struggling to push a pram containing his proposed parliamentary reform bill up the steps of the House of Lords. Mr Punch, portrayed as a compassionate policeman, looks on with skepticism. This cartoon was published in Punch magazine on March 31st, 1860 when Lord Russell introduced a government proposal for parliamentary reform. The plan aimed to expand the number of potential voters by reducing the borough franchise to £6. However, Mr Punch informs his readers that the bill was received with coldness and little support. The image symbolizes Lord Russell's uphill battle in trying to pass this significant legislation. His portrayal as a nursemaid highlights both his vulnerability and determination amidst opposition from political opponents and public opinion. Through clever visual satire, this cartoon reflects not only the challenges faced by politicians but also broader themes such as social change and power dynamics within British society at that time. As an engraving from the 19th century, this print offers us valuable insight into historical events while showcasing artistic techniques prevalent during that era. It serves as an important reminder of how political struggles have always been part of our democratic systems throughout history.
