In this striking photograph from 1860, Foreign Secretary Lord John Russell stands before the House of Commons, proposing his Reform Bill with fervor and conviction. However, despite the passion and eloquence of Russell's speech, it was met with opposition from the Prime Minister, Lord Palmerston, who did not support the proposed reforms. The Reform Bill, also known as the Russell Reform Bill, aimed to address the growing demand for political change in the wake of the Reform Act of 1832. Russell believed that the franchise should be extended to include more working-class men and to reduce the influence of property qualifications. Yet, despite the widespread support for reform, Palmerston's opposition, along with other factors, led to the bill's failure to become law.
