Following the introduction of the Elementary Education Act, commonly known as Forsters Education Act, in February 1870, Punch magazine depicts William Forster, the Liberal MP who drafted the Act, addressing children from a poor background who it was intended to benefit. In this thought-provoking image from Punch magazine, published on March 26, 1870, Right Hon. W.E. Forster, the Liberal MP responsible for drafting the Elementary Education Act, addresses a group of children from poor backgrounds. The Act, commonly known as Forster's Education Act, was introduced in February of that year and aimed to provide universal, compulsory education for children between the ages of 5 and 13. Forster is depicted seated in a chair, surrounded by curious and attentive children, clad in rags, who are eager to learn the Three R's: reading, writing, and arithmetic. With a serious expression and a sense of importance, Forster declares, "Well, my little people, we have been gravely and earnestly considering whether you may learn to read.
