Surrounded by advisors and officials in the Oval Office, Tyler's intense focus is evident as he signs the bill, which would later be known as the "Scraps of Paper" bill. Signed on March 3, 1862, this legislation authorized the Navy to seize Confederate ships and their cargoes, regardless of where they were found, a bold move that significantly weakened the Confederate economy. John Tyler, the tenth President of the United States (1841-1845), was a controversial figure even before the Civil War. He ascended to the presidency following the death of President William Henry Harrison in 1841.
