The Three R s; Or, Better Late Than Never, 1870. Artist: Joseph Swain

The Three R s; Or, Better Late Than Never, 1870. In February 1870 Forster introduced his Elementary Education Bill in Parliament. This cartoon shows Mr Forster, Vice President of the Committee of Council upon Education addressing a group of working-class children. In the background, Mr Bull sits behind a table. To the right, what looks like the former PM, Lord Derby, is talking to a Church of England minister, whilst two representatives of the Nonconformists stand aloof with their noses in the air. This all relates to the introduction of the government bill to provide for public elementary education in England and Wales. The government had difficulty in maintaining support for this initiative. Nonconformists objected to the continued financial aid given to voluntary schools controlled by the Church of England. The Church of England, on the other hand, objected to the creation of the new Board Schools which were outside the control of the Church. From Punch, or the London Charivari, March 26, 1870

EDITORS COMMENTS
The print titled "The Three R's; Or, Better Late Than Never, 1870" captures a significant moment in history when Joseph Swain, the artist, portrays Mr. Forster addressing a group of working-class children during the introduction of the Elementary Education Bill in Parliament. The scene unfolds with Mr. Bull seated behind a table in the background while Lord Derby engages in conversation with a Church of England minister on the right side. Meanwhile, two representatives of Nonconformists stand aloof with their noses held high. This powerful image reflects the complexities surrounding the government's attempt to provide public elementary education in England and Wales at that time. The bill faced challenges as different factions voiced their concerns and objections. Nonconformists opposed financial aid given to voluntary schools controlled by the Church of England, while the Church itself resisted new Board Schools outside its control. Through this cartoon-like depiction from Punch magazine, we witness an important historical struggle for educational reform unfold before our eyes. It serves as a reminder that progress often comes at odds with conflicting interests and ideologies but emphasizes that it is better late than never to address such crucial matters for societal advancement.
