An Indian elephant juggles Palmerston (top left) and Disraeli (top right), the two politicians responsible for introducing the two conflicting India Bills. Lord John Russell, who had proposed a compromise to resolve a potentially sticky situation, is held in the elephants trunk in between the other two men.
