The year was 1916, and the First World War was in full swing. The use of submarines, or "undersea boats," as they were then called, had become a contentious issue in international relations. The German Navy's unrestricted submarine warfare policy, which allowed for the sinking of enemy merchant ships without warning, had led to the United States declaring war on Germany in April of that year. Despite the growing international tension and the looming threat of war, Kaiser Wilhelm II appeared unfazed as he inspected the U-boat, its men, and its deadly armament.
