J. W. Malcolm, Esq. the newly-elected M.P. for Boston - from a photograph by Claudet, 1860. Creator: Unknown

J. W. Malcolm, Esq. the newly-elected M.P. for Boston - from a photograph by Claudet, 1860. Mr. Malcolm...received his education at Eton, and at Christchurch, Oxford...Malcolm said he...wished to extend the franchise [ie the vote] to all who were qualified for it by their education and position in society...The things we had chiefly to lament were undue interference with the exercise of the elective franchise and extravagant public expenditure...there was undoubtedly, owing to faults in the administrative system, great waste of the public money. But these evils would never be corrected by cries for the points of the Charter, universal suffrage, or vote by ballot...the whole administrative system must be gone through, and altered where found defective...One of his strongest objections against the ballot was that it was a thoroughly un-English and sneaking mode of voting. If a man was fit to be trusted with the franchise, let him come forward and give his vote openly'. From "Illustrated London News", 1860

EDITORS COMMENTS
"J.W. Malcolm, Esq., the newly-elected Member of Parliament (M.P.) for Boston, as captured in this striking photograph by Claudet in 1860. Born and educated at Eton and Christchurch, Oxford, Malcolm's political career was marked by a commitment to reform and expanding the franchise. In his acceptance speech, he expressed his desire to extend the vote to those qualified by their education and social position. Malcolm acknowledged the concerns of the time, lamenting undue interference with the elective franchise and extravagant public expenditure. However, he believed that these issues could not be resolved through calls for charter reform, universal suffrage, or the vote by ballot. Instead, he advocated for a thorough review and alteration of the administrative system where necessary. One of Malcolm's most vocal objections was to the vote by ballot, which he deemed un-English and sneaking. He believed that if a man was trustworthy enough to hold the franchise, he should come forward and cast his vote openly." This photograph captures a pivotal moment in J.W. Malcolm's political career, as he stood ready to make his mark on the British political landscape. The image serves as a testament to the complex debates surrounding electoral reform and the role of the individual in the democratic process during the mid-19th century. Despite the challenges of the time, Malcolm's unwavering belief in the importance of open and transparent governance shines through in this powerful portrait.
