Recycling bins are seen at the Centre for Alternative Technology in Machynlleth, Wales March 25, 2010. The Centre for Alternative Technology (CAT), a sprawling eco-complex set up during the 1974 oil crisis, will publish proposals in June to eliminate emissions from oil, gas and coal.
