Arthur Balfour (1848-1930) was a British Conservative politician and Prime Minister from 1902 to 1905. He was born in London, England and educated at Eton College before entering politics. He served as Secretary of State for Scotland from 1887 to 1891 and as Foreign Secretary from 1895 to 1902. In 1917, he issued the Balfour Declaration which declared support for the establishment of a Jewish homeland in Palestine. During his tenure as Prime Minister, he introduced legislation that provided free school meals for poor children and increased pensions for elderly people. He also supported the creation of an Imperial Preference system which allowed preferential trade between Britain's colonies and dominions.
