He served as a member of the United States Congress from 1893 to 1895, representing the 17th district of New York. After leaving politics, Perkins focused on his financial career, becoming a partner in the investment firm J.P. Morgan & Co. This photograph was taken by Harris & Ewing, a renowned photographic studio based in Washington D.C. at the time. The studio, founded by George H.W. Harris and Martha Ewing Kuntze in 1902, was known for its high-quality portrait photography and was a popular destination for politicians, business leaders, and socialites.
