Sims, a distinguished figure in the United States Navy, played a pivotal role in the country's naval efforts during World War I. At the time of this image, he commanded all US naval forces in Europe. Born in New York City, Sims began his naval career in 1875. He proved himself to be an exceptional officer, rising through the ranks to become a Rear Admiral in 1913.
