This historic photograph captures the moment of the opening of the Russian Assembly, or Duma, in 1906. The Russian Assembly was the first popularly elected legislative body in Russia, marking a significant step towards democratic reform in the Russian Empire. Tsar Nicholas II, the last monarch of Imperial Russia, is seen in the throne room of the Winter Palace, St. George Hall, reading his speech to the newly elected representatives.
