Established in 1868 by local businessmen, including James Hall, as a charitable institution to provide shelter for Tyneside waifs and train young men for naval service, the Wellesley became the base of the organization in 1874. In the late 1800s, poverty was rampant, and the workhouses were overflowing with orphaned and destitute children.
