Joseph and thirty fellow pupils at Shotton Hall County Modern School, County Durham, have had their tattoos done by the same person - Ernie Franks. Durham County Education Authorities are to hold an inquiry into the matter however Mr Franks says the boys bring him notes of consent which appear to be from their parents. 28th July 1964

In this intriguing photograph from the 1960s, we see a young Joseph Daugherty, aged 14, proudly displaying some of his impressive collection of tattoos. Surrounded by the walls of Shotton Hall County Modern School in County Durham, England, Joseph and thirty of his classmates show off their unique body art. The year was 1964, and the boys had all received their tattoos from the same local man, Ernie Franks. The sight of so many young teenagers with extensive tattoo coverage was enough to raise eyebrows and spark concern among the Durham County Education Authorities. An inquiry was soon to be held to investigate the matter. Despite the impending investigation, Ernie Franks remained unapologetic, claiming that he had received consent from the boys' parents. He had been tattooing them in the privacy of their homes, and the boys would bring him notes of approval signed by their parents. The photograph captures a moment in time when the taboo surrounding tattoos was still strong, and the sight of a teenager with such a large number of tattoos was enough to turn heads.
