Born in Ireland in 1796, Mayne joined the British Army before turning to a career in law enforcement. He was appointed as the first Commissioner of the Metropolitan Police in 1829, following the passage of the Metropolitan Police Act. This act, which established the Metropolitan Police Force, marked a turning point in the history of law enforcement in London, as it led to the creation of a centralized, uniformed police force tasked with maintaining order in the city. Under Mayne's leadership, the force underwent significant changes, including the introduction of a uniformed mounted division and the establishment of a detective department. Mayne's commitment to reducing crime and improving public safety in London earned him widespread respect and admiration. His tenure as Commissioner lasted until 1842, during which time he oversaw the expansion of the force from 1,000 officers to over 8,000.
