John A. Grooms, a London engraver and evangelical preacher, founded the Watercress and Flower Girls' Christian Mission in 1866, with the aim of providing care and support for poor and often disabled women who sold flowers on the streets. By the late 19th century, the mission had grown to include the Crippleage and Orphanage in Clacton-on-Sea, which offered a sanctuary for those in need of medical care and a holiday home by the sea.
