Surrounded by advisors and officials in the Oval Office, Tyler's intense focus is evident as he signs the bill, which would later be known as the "Scraps of Paper" bill. Signed on March 3, 1862, this legislation authorized the Navy to seize Confederate ships and their cargoes, regardless of where they were found, a bold move that significantly weakened the Confederate economy. John Tyler, the tenth President of the United States (1841-1845), was a controversial figure even before the Civil War. He ascended to the presidency following the death of President William Henry Harrison in 1841. Tyler's presidency was marked by political turmoil, as many in his own party opposed his policies, and he was not renominated for a second term. By the time of this photograph, taken in 1862, Tyler had been out of office for over a decade. However, his signature on this bill would once again thrust him into the national spotlight.
