Signed on March 3, 1862, this legislation authorized the Navy to seize Confederate ships and their cargoes, regardless of where they were found, a bold move that significantly weakened the Confederate economy. John Tyler, the tenth President of the United States (1841-1845), was a controversial figure even before the Civil War. He ascended to the presidency following the death of President William Henry Harrison in 1841.
