Born on October 28, 1811, in London, Browne was educated at Trinity College, Cambridge, and ordained as a deacon in 1836 and a priest in 1837. He held various ecclesiastical positions before being appointed Bishop of Winchester, a role he held for over two decades. During his tenure as Bishop of Winchester, Browne was known for his commitment to social reform and his efforts to improve the living conditions of the poor. He was also a strong advocate for education and established several schools in the diocese. In addition, he played a significant role in the restoration of Winchester Cathedral, which had been damaged during a fire in 1865. Browne's dedication to his faith and his community was recognized both nationally and internationally. He was awarded the Order of the Bath in 1877 and the Order of the Star of Italy in 1887.
