Conscription in New York: Desperate Measures by the Federal Government in 1865 Amidst the tumultuous backdrop of the American Civil War, the Federal government, in a desperate bid to bolster its military ranks, introduced conscription. This unpopular measure was met with resistance, particularly in urban centers like New York. In this photograph from 1865, men are seen casting their ballots in a conscription lottery, an alternative method employed in New York to determine who would be drafted into the army. The Civil War, which had begun in 1861, had taken a heavy toll on the Union's manpower resources.
