Conscription in New York: Desperate Measures by the Federal Government in 1865 Amidst the tumultuous backdrop of the American Civil War, the Federal government, in a desperate bid to bolster its military ranks, introduced conscription. This unpopular measure was met with resistance, particularly in urban centers like New York. In this photograph from 1865, men are seen casting their ballots in a conscription lottery, an alternative method employed in New York to determine who would be drafted into the army. The Civil War, which had begun in 1861, had taken a heavy toll on the Union's manpower resources. With the draft, the government aimed to ensure an adequate supply of soldiers to sustain the war effort. However, the prospect of being forcibly conscripted was met with widespread opposition, particularly among working-class men who feared the loss of their livelihoods and the potential hardships that military service would bring. The conscription lottery was an attempt to mitigate some of the public's discontent. Under this system, men would draw numbers, and those with the lowest numbers would be drafted.
