In this striking photograph from 1860, Foreign Secretary Lord John Russell stands before the House of Commons, proposing his Reform Bill with fervor and conviction. However, despite the passion and eloquence of Russell's speech, it was met with opposition from the Prime Minister, Lord Palmerston, who did not support the proposed reforms.
