Richard von Kuhlmann (1873-1948), German Foreign Secretary, signing the peace treaty of Brest Litovsk, Russia (now Brest, Belarus). Seated in uniform is Count Ottokar von Czernin (1872-1932), Austro-Hungarian Foreign Minister. The treaty marked the exit of Russia from the First World War.
