Picture shows The Mayor of Westminster, Mr David Cobold watching Mr GR Nugent, Parliamentary Secretary o the Minister of Transport and Civil Aviation, opening the scheme by placing a shilling in one of the meters.
The scheme was an experiment to start with. Sixpence in the metre allowed parking for one hour. A shilling in the metre for two hours, after which the vehicle must be moved and not returned to anywhere in that parking vicinity for over an hour.
