In 1861, Loch's talents extended beyond the military when he was appointed as the Chief Protector of Aborigines in Western Australia. His compassionate approach to the indigenous people earned him both respect and admiration. In 1869, Loch was appointed as the Governor of Victoria, Australia, a role he held until 1874. During his tenure, he focused on improving infrastructure, education, and the economy, leaving a lasting impact on the province. Loch's commitment to public service continued after his term as Governor. He served as the High Commissioner for South Australia from 1877 to 1880 and later as the Governor of New South Wales from 1880 to 1882.
