Doom d!, 1871. The House of Lords plans an ambush of the Army Regulation Bill which, sword under its arm, marches unsuspectingly towards sudden death. The Army Regulation Bill was mainly concerned with the abolition of purchase. It was possible to buy ones way into officer positions. It had had a third reading in the Commons but was being fiercely opposed. On the 17th July 1871, it was thrown out by the House of Lords. However, the Lords was forced into a corner as the Prime Minister, Gladstone, advised Queen Victoria to cancel the warrant under which purchase operated. This was done. Eventually, the Lords gave the Bill a second reading and it passed into law at the beginning of August 1871. From Punch, or the London Charivari, July 22, 1871

Doomed! The House of Lords' Ambush on the Army Regulation Bill, 1871

With swords hidden under their arms, the unsuspecting army marches towards sudden death as they approach the doors of Parliament. This satirical cartoon captures the intense opposition faced by the bill during its journey through parliament. The Army Regulation Bill had already passed its third reading in Commons but encountered fierce resistance from members of the House of Lords. On July 17th, 1871, it was ultimately rejected by this powerful institution. However, Prime Minister Gladstone advised Queen Victoria to cancel purchase warrants and forced the Lords into a corner. Ultimately, after much deliberation and negotiation, a second reading was granted and the bill became law at the beginning of August that year. Tenniel's masterful engraving skillfully conveys both tension and satire as it highlights one significant step towards reforming Britain's military system.
