Born in Lyon, France, Millaud was a key figure in French politics during the late 19th and early 20th centuries. He was a strong advocate for the rights of the Jewish community and worked to improve their social and economic conditions. In 1880, Millaud was elected as a Senator for the Rhone department, a position he held for the next 32 years.
