Born in Lyon, France, Millaud was a key figure in French politics during the late 19th and early 20th centuries. Millaud's political career began in the 1860s when he became involved in local politics in Lyon. He was a strong advocate for the rights of the Jewish community and worked to improve their social and economic conditions. In 1880, Millaud was elected as a Senator for the Rhone department, a position he held for the next 32 years.
